No Brasil a única forma de uma ROM ser legal, é a lei que existe de software que fala sobre "cópia de salva-guarda", ou seja, ter o jogo (comprado legalmente) e possuir a ROM no computador como Backup do jogo original. Lei 7646/87 § 3º Art. 6º
